Last week, Reps. Brad Schneider (D-Ill.) and Steve Chabot (R-Ohio) reintroduced H.R. 1909, the Helping Angels Lead Our Startups (HALOS) Act, to help spur investment in U.S. startups. The legislation will clarify regulatory ambiguities around general solicitation, making it easier for startups to publicly showcase their ideas without running afoul of securities laws.
